Joining the SCCP as a Panel Member 

Panel membership of the SCCP is for experienced Independent Certifiers and Engineers to Contract who have a thorough knowledge of the NZS391X suite of contracts, demonstratable soft skills, a commitment to impartiality, integrity, proactivity, firm but fair decision-making, and an interest in collaborating with their peers for mutual raising of expertise.

Successful applicants who become Panel members will have their details included on the SCCP register of peer-evaluated Independent Certifiers and Engineers to Contract. This register addresses industry demand for an expanded, searchable, cohort of experienced and trustworthy practitioners with demonstrable soft skills, and the ability to help avoid and resolve disputes.

Who should apply? 

 

Membership applicants will be committed to: 

  • impartiality, integrity, proactivity, and firm but fair decision-making 

  • ensuring thorough documentation by all parties to a contract 

  • ensuring proper commitment to process by all parties to a contract 

  • collaborating with their peers for mutual raising of expertise  

 

Applicants should have at least five years’ experience as Engineer to Contract. If an applicant demonstrates that they meet core competencies through equivalent expertise and experience, this duration requirement may be waived. 

Applicants will demonstrate and have thorough knowledge of: 

  • NZS3910:2013  

  • NZS3910:2023 (including the ways in which this differs from NZS3910:2013) 

  • the common administration situations likely to be experienced under contract, such as delay and disruption, unforeseen risks, complex variations, payment processes and dispute resolution 

  • the Construction Contracts Act (including the October 2023 amendment) 

 

Applicants will have demonstratable soft skills, including: 

  • leadership 

  • communication 

  • listening 

  • responsiveness 

  • decision-making 

  • negotiation 

  • mediation 

  • alternative dispute resolution or dispute avoidance 

 

Applicants for Panel membership must commit to the SCCP Code of Ethics (for all SCCP members) and to the SCCP Code of Conduct. These codes reflect the call from industry for certifiers and administrators who act independently and impartially when making judgements and supervising processes, and who practice with strong ethical behaviour.

Panel Applicants will be directly entered as an Affiliate member until the Panel membership process is complete, at which time they will be invoiced for Panel membership less monies already paid.

Application and evaluation 

 

The process of application, evaluation, interview, and referee checking for prospective Panel members is of similar rigour to that completed by the original members of the EtC Pilot Panel.

Evaluation process 

 

 

  • Your application is evaluated, and you receive a response within five working days. 

  • Successful applicants receive an invoice for Affiliate Membership within five working days. 

  • Successful applicants have an online interview scheduled with at least two members of the SCCP Evaluation Panel. We aim to conduct all interviews within 20 working days. 

  • The interview may result in the applicant’s referees being contacted. 

  • Applicants are advised of the outcome within 15 working days of the interview. 

  • Upon approval as a Panel Member, you are inducted and receive an invoice for Panel Membership (less monies paid). 

  • Unsuccessful applicants are advised as soon as possible during the evaluation process and given further advice.
